Brighton Aged Care in Adelaide

A senior Australian Government nursing officer was sent to Brighton Aged Care in Adelaide on August 11 to examine and observe the care of residents after a review audit by the independent Aged Care Standards and Accreditation Agency.

A senior Commonwealth nursing officer was sent to Brighton Aged Care in Adelaide last night (August 11) to examine and observe the care of residents after a review audit by the independent Aged Care Standards and Accreditation Agency.

The audit was part of the 31 other facilities examined after the Kirralee Residential Aged Care Facility in Melbourne was put under tough sanctions due to failing 33 out of 44 accreditation standards.

Kirralee and Brighton are part of the Japara group and its subsidiary companies.

“The care and welfare of residents is our primary concern,” Minister for Ageing, Mrs Justine Elliot said.

“If other facilities are found to be non-compliant action will be taken,” she said.

Between August 1 and August 8, the Aged Care Standards and Accreditation Agency visited all 31 other homes in the Japara Group and undertook three extensive review audits.

Aged Care Standards and Accreditation Agency's assessors are still compiling their findings for formal consideration by the Agency, but they have informed the Department of Health and Ageing about their concerns with the Brighton facility.

Should the Aged Care Standards and Accreditation Agency determine non-compliance in respect of any other nursing home, depending on the level of seriousness, the Department of Health and Ageing will be taking prompt compliance action - if necessary.

The initial findings of the Agency’s assessors at Brighton found that there are 14 possible areas of non-compliance against the accreditation standards for management systems, staffing, organisational development; health and personal care; and resident lifestyle.

However, the Agency has not made a final decision on the findings.

The Agency discussed their findings with the approved provider on August 11 and the approved provider’s response to the findings will be taken into account in the Agency’s final decision on compliance at the nursing home.

The approved provider has seven days to respond to the Agency assessor’s findings, and the Agency will make a final decision within the following seven days (by 25 August 2008).

The Agency and the Department of Health and Ageing will work together to closely monitor the situation at the nursing home in the period in which the Home is developing its response to the findings.

The ownership of Brighton was transferred from Bresant Pty Ltd (Dr Jagdish Saraf and Dr (Mrs) Madhu Saraf) to Aged Care Services 30 (Brighton) Pty Ltd, a subsidiary of the Japara Holdings Group on March 1, 2008.

On July 14, the Department of Health and Ageing confirmed the revocation of Bresant Pty Ltd's approval to provide aged care under section 10-3 of the Aged Care Act 1997 on the grounds that it had ceased to be suitable for approval.

The basis for the decision was that Bresant Pty Ltd had a history of significant and repeated non-compliance with its obligations under the Act, resulting in serious risk to the health, safety or well-being of residents.

There are 286 nursing homes in South Australia. Over the next four years (2008-2009 to 2011-2012), the Australian Government will invest $3.1 billion in nursing homes in South Australia.
