Australian and New Zealand Food Ministers agreed further steps for the voluntary healthy star rating front of pack labelling system at the Legislative and Governance Forum on Food Regulation (the Forum) in Sydney today.

Assistant Minister for Health Fiona Nash chaired the Forum, which also considered pregnancy warnings on alcohol products, and food standards.

Minister Nash welcomed New Zealand’s decision to join the Health Star Rating system on a voluntary basis, and acknowledged the work and communication between the Australian and New Zealand Governments regarding the Health Star Rating system.

The Forum all agreed that the Health Star Rating system would remain voluntary for the next five years from today, with a review of progress after two years.

Ministers at the Forum also agreed that the Australian Health Ministers Advisory Council would host the Health Star Rating calculator and style guide until the launch of the HSR website, which will occur once the education campaign has been finalised. This will enable industry to access the tools they need to implement front of pack labelling ahead of the launch.

A reference group under the Front of Pack Oversight Committee will be tasked with communicating with small businesses to assist with the system.

The Forum also considered a report into the uptake of pregnancy health warnings on alcohol labels. Ministers noted that the uptake was encouraging, particularly the wine beer and cider industries, but there was more work to be done, particularly on ready to drink labels.

The Forum unanimously agreed that pregnancy health warning labelling will remain voluntary, with a review in two years.

The Forum members all agreed changing the name of The Legislative and Governance Forum on Food Regulation to the Australia and New Zealand Ministerial Forum on Food Regulation

The Forum also acknowledged Professor Jane Halton’s promotion to the Secretary of Finance and thanked her for her hard work and dedication over 12 years as the Chair of the Food Regulation Standing Committee.
