The 2005 Biennial Review of the Medicare Provider Number legislation reported that it has had a positive impact on raising the quality of general practice services to the community and has ensured that many rural communities experiencing significant workforce shortages are adequately supplied with doctors.

The review was undertaken by Mr Ron Phillips, a former Minister for Health in NSW, who consulted with key health organisations, including specialist colleges and the Australian Medical Association.

The legislation amended the Health Insurance Act 1973 to withhold eligibility for Medicare benefits from doctors who lacked postgraduate qualifications.

Mr Phillips concluded that the legislation underpins a variety of effective workforce quality and workforce distribution packages.

The recommendations made in the report will further strengthen and improve the Medicare provider number arrangements.
