Dr David Graham, a pharmacologist and toxicologist who was instrumental in establishing the Therapeutic Goods Administration (TGA) in the late 1980s, will return to the TGA on Monday, 1 August, to take up the position of National Manager.

Dr Graham replaces Mr Terry Slater who is retiring from the Australian Public Service today after a long and distinguished career in the public sector, particularly at the Department of Health and Ageing.

Paying tribute to Mr Slater, the Parliamentary Secretary to the Minister for Health and Ageing, Christopher Pyne, said that in his nine years with the TGA, Mr Slater had made an invaluable contribution, notably with the delivery of high standard national regulatory services and the work associated with the creation of the proposed trans-Tasman regulatory organisation.

"During his time as head of the TGA, Mr Slater has enhanced the reputation and stature of the Australian regulator of medicines, medical devices and blood and tissue. Internationally, the TGA is regarded as one of the top three regulators along with the US FDA and Health Canada," Mr Pyne said.

"Along with the TGA’s Principal Medical Adviser, Dr John McEwen, who is also retiring today after a very long and distinguished career in the public service, Mr Slater created a regulatory system that instilled confidence in the Australian public that their health and safety were being protected."

Working for the Department of Health and Ageing in the late 1980s at the National Biological Standards Laboratories, the forerunner of the present Therapeutics Goods Administration, Dr Graham, along with Dr McEwen and others, worked tirelessly to develop the Therapeutic Goods Acts and establish the TGA.

He later became the First Assistant Secretary for the Ageing and Aged Care Division of the Department and three years ago took up the position General Manager of the Commonwealth Rehabilitation Service (CRS Australia).

"I welcome Dr Graham’s return to the TGA but acknowledge that he has huge shoes to fill.

"The government is greatly indebted for the many years of outstanding service provided by Mr Slater and Dr McEwen," Mr Pyne said.
