This study concentrated on assessing police and other criminal justice attitudes toward the Cannabis Expiation Notice (CEN) system and documenting their experience in putting it into effect. The key issues canvassed in the context of interviews and focus groups included whether:
  • the CEN system was 'working' or South Australia should revert to prosecuting minor cannabis offenders;
  • the CEN system was causing outcomes not anticipated when the relevant legislation was enacted in 1987;
  • aspects of the CEN law and regulations now needed to be amended or updated; and
  • police, and criminal justice personnel and the public had adequate understanding of the CEN system.
