2011 Review of the National Industrial Chemicals Notification and Assessment Scheme

This submission is to request a requirement by firms of a far greater disclosure of the type and quantities of chemicals delivered, stored and used, at particular locations.

My particular concern derives from the project currently being built, and known as the Victorian Desalination Project - with its potential delivery, presence, storage and use of a high volume of myriad chemicals.

Enclosed please find an extract from Technical Appendix No. 8 to the Victorian Desalination Project Environment Effects Statement, regarding waste.

You will note from the extract, the mention of the firm Orica.

I am most concerned at the prospect of an involvement by Orica in the VDP, considering the recent incidents at an Orica site in NSW.

Also, you will note from the extract the list of, “Possible cleaning, preservation and operational chemicals required at the plant”.

Further, enclosed please find copies of letters from Peter Walsh MLA, Victorian Minister for Water, and The Hon Greg Hunt MP, Federal Member for Flinders (dated 12 SEP 2011 and 10 November 2011) regarding the VDP.

You will appreciate my difficulty in determining what chemicals will be present during the operation of the Victorian Desalination Project.
