e-Mental Health Expert Advisory Committee

The e-Mental Health Expert Advisory Committee will provide high level strategic advice to the department on the development of an overarching national e-mental health strategy as well as advice on the high level design and implementation of Australia's first national e-mental health portal.

The committee membership is comprised of mental health and new technology experts and consumer and carer representatives.

The government is providing $136.9 million in funding over the next five years for e-mental health initiatives including telephone counselling, self-help and web-based support services.

  • Dr Jane Burns, who leads the Co-operative Research Centre for Young People, Technology and Wellbeing Project
  • Associate Professor James Bennett-Levy of the University of Sydney and Southern Cross University
  • Dr Maggie Jamieson, CEO of Lifeline Australia
  • Ms Clare Shann, A/g CEO of beyondblue: the National Depression Initiative

Terms of reference

Purpose

To provide advice to the Department of Health and Ageing on e-mental health activities, funded by the Commonwealth, including the high level design and outcomes for a national e-mental health portal and national e-mental health strategy as a first priority.

Role and function

  • Provide high level advice on options for the design and outcomes of the National Health Call Centre Network (NHCCN) national mental health portal.
    • Requirements for advice may be ongoing as the portal is developed, with a focus on the high level design aspects of the portal to facilitate the contract with the NHCCN being put in place.
    • Other activities may be included on an as required basis such as members' participation in meetings with the NHCCN where individual expertise is required.
    • Input to the development of an overarching e-mental health strategy as a first priority.
  • Provide advice to the Department of Health and Ageing on a national e-mental health strategy to ensure e-mental health initiatives are embedded into broader health care.

Composition

The committee will be chaired by the Department of Health and Ageing and shall comprise up to 11 external members with expertise in e-mental health, mental health strategy and service provision, primary care, social media and Indigenous mental health representatives. There will also be a social media expert engaged as a technical adviser. Members are appointed as individual experts, not organisational or sector representatives.

The First Assistant Secretary of Mental Health and Drug Treatment Division will chair the committee, with substitution allowed as required, with an alternative senior departmental officer.

Conflict of interest and confidentiality documents will be signed by all invited participants - it is noted that some members of the committee may in the future seek to bid for work that may link to the portal or other measures and this will limit the level of consultation that can occur.

Timeframes

The committee shall exist until 30 September 2012 and may be extended.

Reporting and evaluation mechanisms

A formal evaluation will not be undertaken due to the short term nature of the committee. An informal evaluation will be conducted by the department to assess the effectiveness of the consultation and the contribution of the committee to the development work.

Reporting

The committee reports to the department, specifically the First Assistant Secretary Mental Health and Drug Treatment Division.
