Relative Value Study

The Relative Value Study (RVS) was a review of the services and fees in the General Medical Services Table of the Medicare Benefits Schedule (MBS). It was jointly designed by the Australian Medical Association (AMA) and the Commonwealth Department of Health and Ageing, and was conducted under the auspices of the Medicare Schedule Review Board, made up of representatives of the Department and the AMA.

Stage 1 (completed in 1997) was a review of consultation and attendance items and the
determination of a methodology for a relative value study of MBS items.

Stage 2 (completed in December 2000) comprised three technical studies:

The Practice Costs Study: undertaken by PricewaterhouseCoopers utilising resource-based modelling techniques in relation to the treatment and recovery of practice costs incurred by reasonably efficient providers of private medical services;

The Professional Relativities Study: undertaken by the National Centre for Classification in Health to determine the relative work values of items listed in the General Medical Services Table of the MBS.

The Remuneration Rates Study: undertaken by Healthcare Management Advisors to provide information to enable the calculation of base remuneration rates for doctors providing private medical services.
