PLAC reform news and communiques

The reform work plan brings together the findings of the Industry Working Group on Private Health Insurance Prostheses Reform which was established to examine opportunities for reform of the arrangements governing prostheses and devices access in the private health insurance sector.

Health Technology Assessment of Medical Devices Roundtable – outcomes report

On 9 June 2017, the Health Technology Assessment of Medical Devices Roundtable (HTA Roundtable) was held in Sydney on 9 June 2017. The HTA Roundtable was attended by expert members of the Prostheses List Advisory Committee (PLAC), and its sub-committees, members of the Medical Services Advisory Committee and its sub-committees, and members of the Therapeutic Goods Administration Advisory Committee on Medical Devices.

The Roundtable, a recommendation of the December 2016 PLAC meeting that would contribute to prostheses reforms, was aimed at identifying opportunities to share information and clinical expertise in relation to assessment of health technologies, in particular for medical devices. It also enabled discussion on streamlining of medical device assessment processes including reducing duplication of effort and ways of using limited resources.

PLAC Reform Work Plan

The PLAC is tasked with providing advice to the Minister for Health on each of the four components of the prostheses reform work plan, which are:

  • targeted category (device grouping) and benefit (pricing) reviews
  • revising the criteria for listing on the Prostheses List
  • reducing duplicate content and improving the listing process, and
  • creating a new longer term benefit setting framework

Targeted Prostheses Categories Reviews

Most categories of prostheses and their benefits have not undergone major review since they were created in 2005–06. The PLAC has set out a process of how it will conduct targeted category (device grouping) and benefit (pricing) reviews within the Approach for Targeted Prostheses Reviews. The PLAC conducted a comprehensive consultation process on the Reviews that closed on 7 June 2017. The PLAC is considering the feedback and will publish the approach soon.

Longer Term Benefit Setting Framework

The University of Melbourne’s Centre for Health Policy researched possible benefit-setting models and how they may be applied to the prostheses listing arrangements. The research report contains preliminary information to inform future work on a new prostheses benefit setting regulatory framework.
