Purchaser Provider Arrangements
The 1999-2000 Portfolio Budget Statements, informs Senators and Members of Parliament of the proposed allocation of resources to portfolios outcomes and their objectives and targets including the agencies within the Health and Family Services portfolio.
Cross Agency Overview
The Department of Health and Aged Care has a purchaser-provider arrangement with three Commonwealth agencies external to the portfolio: the Australian Taxation Office, Centrelink, and the Department of Veterans Affairs.
Within the portfolio, purchaser-provider arrangements are identified in individual outcome chapters. The Department purchases services from the Health Insurance Commission under Outcomes 1, 2, 3 and 6 (pages 33, 75, 101 and 161 respectively), Australian Hearing Services under Outcome 6 (page 161), and the Aged Care Standards and Accreditation Agency under Outcome 8 (page 189).
Resourcing and Performance against Outcomes and Outputs
Outcome 3
The purchase of services from the Australian Taxation Office to process the refundable 30% Rebate on private health insurance is resourced through Output Group 7 (Direct Delivery of Services) with an estimated price of $4 million for 1999-2000.
The Australian Taxation Office is expected to provide these services in line with the service conditions set out in their Taxpayer Charter.
Outcome 6
The purchase of services from Centrelink to perform eligibility checks on people applying for hearing service vouchers is resourced through Output Group 6 (Regulatory Activity) with a budgeted price of $731,000 for 1999-2000.

Outcome 8
Centrelink and the Department of Veterans Affairs contribute towards Output Group 5 by assessing the income status of nursing home and hostel residents, to assist the Department in determining whether the residents are required to pay an income-tested fee.
The purchase of services from Centrelink to provide information on the income status of nursing home and hostel residents is resourced through Output Group 5 (Contract Administration and Funds Management) with a budgeted price of $2,305,000 for 1999-2000.
The purchase of services from the Department of Veterans Affairs to provide information on the income status of service pensioners requiring aged care residency is resourced through Output Group 5 (Contract Administration and Funds Management) with a budgeted price of $256,000 for 1999-2000.
