The 1997-1998 Portfolio Budget Statements, informs Senators and Members of Parliament of the proposed allocation of resources to portfolios outcomes and their objectives and targets including the agencies within the Health and Family Services portfolio.
Budget Measures
Objective
To inform community discussion and decision making through national leadership in the development and provision of authoritative and timely information and analysis on the health and welfare of Australians.Priority outcomes
- To be the leading agency in Australia in coordinating, developing, collecting where appropriate, and analysing data, and disseminating accurate, consistent and timely information and statistics, on the health of Australians and their health and welfare services.
- To ensure the availability of competent, timely and reliable information on the full range of Australia's health and welfare services.
Strategies
- Report to the Minister and Parliament biennially on Australia's health and Australia's welfare, both to inform community discussion and policy debate and to focus on emerging issues.
- Enhance consultative links with State and Territory health and welfare agencies, the Australian Health Ministers' Advisory Council and the Standing Committee of Community Services and Income Security Administrators and cooperate with relevant non-government organisations and private service providers.
- Actively support the development of national health and community services information through the national agreements to establish priorities and achieve consistent national health information.
- Continue to enhance collaborative arrangements with the Department of Health and Family Services, the Department of Social Security and the Australian Bureau of Statistics, and work with the Department of Health and Family Services to avoid duplication and maximise the respective relative advantage in meeting the Department's priority information needs.
- Promote data linkage for statistical and research purposes consistent with privacy considerations.
- Encourage best practice in information development and use in the health and welfare services.
- Identify and measure the extent of inequalities in the health of Australians and in their access to and use of health and welfare services.
- Critically review and seek user feedback on the content, timeliness and usefulness of our products and the 'value-added' role of the Institute by examining the content of its products.
- Support, develop, use and publish national and international health and welfare information models, classifications and definitions.
- Use both printed output and electronic release to provide a product mix which enhances the accessibility of Institute information and analysis.
- Ensure protection of privacy for data providers, while maximising access consistent with those privacy considerations.
- Develop agreed national protocols for data development, data provision and data exchange standards.
- Identify and exploit useful emerging technology.

Performance assessment: evaluation
Information Protection: The Board has established a group to review the Institute's information security and privacy policy and procedures. The review is expected to be completed by the end of November 1997.Research Potential of Data Holdings: The Board is establishing a group to review the research potential of the National Cancer Clearing House, National Data Index and data collections held by the Institute. The review will be completed by 30 June 1998.
