4.3: Australian Institute of Family Studies

The 1996-97 Portfolio Budget Statements, informs Senators and Members of Parliament of the proposed allocation of resources to portfolios outcomes and their objectives and targets including the agencies within the Health and Family Services portfolio.

Objective

  • Promote, conduct and disseminate fundamental and applied research on factors influencing the capacity of Australian families to function effectively.

Goals

  • Research on factors influencing family well-being is policy relevant.
  • Government and other relevant bodies concerned with family well-being are informed of the outcomes of Institute research and their implications for the development of family policy and the design of programmes and services to promote family well-being.
  • Australian family research, policy and practice is supported by the provision of a national information centre.

Strategies

  • Identify critical areas of family functioning to be addressed during the life of the Institute's Corporate Plan.
  • Develop and implement a research programme to address the areas of family functioning.

Performance Indicators and Targets

Effectiveness

  • Target audiences aware of relevance of Australian Institute of Family Studies (AIFS) outputs to their concerns.
  • Amount of press coverage of AIFS outputs.
  • Extent to which AIFS services are utilised by Government and service providers, as measured by number of requests for interest.

Efficiency

  • Proportion of revenue expended directly on core functions.
    Target: Increased proportion over previous year.

Quality

  • Standard of research as assessed by Ministers, clients and peers.
    Target: Standard rated as high by all.
  • Standard of information as assessed by Ministers and clients, including service providers.
    Target: Standard rated as high by all.

Purpose of Measure
To reduce outlays in the context of the Government's overall savings targets.
Expected Implementation Strategies for Measure
There are two components to the implementation strategy. The first involves a reduction to the Australian Institute of Family Studies ongoing research and information dissemination programmes. The second involves a reduction in information technology development. The former will be initiated during the current financial year; the latter will be implemented in 1997-98.
Intended Impacts of Measure
The measure will require a review of priorities in the Institute's research and dissemination programme. It may result in the cancellation or reduction in scope of part of the programme.
