1.4: Australian Institute of Health and Welfare
The 1996-97 Portfolio Budget Statements, informs Senators and Members of Parliament of the proposed allocation of resources to portfolios outcomes and their objectives and targets including the agencies within the Health and Family Services portfolio.
Objective
- To inform community discussion and decision making through national leadership in the development and provision of authoritative and timely information and analysis on the health and welfare of Australians.
Goals
- Improved access to national health and welfare information for the community, governments and researchers.
- Improved focus of Institute services and products on the needs of the community and key Institute stakeholders.
Strategies
- Develop, maintain, and expand the national health and welfare information infrastructure, particularly in response to the requirements of Councils of Commonwealth, State and Territory Ministers.
- Exploit existing resources and technology to improve access to, and awareness of, all national health and welfare information resources.
- Extend the scope of services and products provided by the Institute.
- Continuously improve the productivity of the Institute and the quality and timeliness of its information.
Performance Indicators and Targets
Effectiveness
- Develop, publish and implement the strategies of the Institute's triennial Corporate Plan.
Target: Public release of the Plan by September 1996. - National Health Information Model - development of the current model to merge the National Health Data Dictionary/Information Model and Directory of Data Collections into a single cross-referenced resource.
Target: Electronically accessible version available by June 1997. - National Community Services Information Agreement - develop an agreement to improve, maintain and share consistent national community services information, between the Commonwealth, State and Territory community services and statistical authorities.
Target: Agreement available for consideration by the Standing Committee of Community Services and Income Security Administrators in April 1997. - Internet - establish and promote an independent, secure Institute home page on the World Wide Web.
Target: Internet home page available by December 1996. - Public access - establish a system to distribute key AIHW publications to the wider community via the public library network.
Target: System established by January 1997. - Hospital Utilisation and Costs Study 1995-1996 - national report on public sector hospitals.
Target: Publication by June 1997. - Australia's Welfare 1997 - a major biennial report on Australia's welfare services.
Target: Publication by December 1997.
Efficiency
- Subject to external data supply constraints, meet the promulgated timelines for publication of products from the AIHW Annual Work Programme.
Target: 95 per cent achievement of promulgated timelines for Work Programme output. - Timeliness of national public hospital statistics
Target: Publication of 1995-96 information by June 1997. - Timeliness of national cancer statistics.
Target: Publication of Cancer in Australia 1991-93 by December 1996.
Quality
- Published material seen as independent and of high quality and making a major contribution to the debate of health and welfare issues.
Target: No public criticism of output on grounds of quality or bias.
Equity
- Publication of Aboriginal and Torres Strait Islander health information.
Target: Publication of the inaugural biennial report on the health of the Australian indigenous population by May 1997. - National disabilities information - development of national information about disabilities through a discussion paper addressing major national definitional, classification and coding issues.
