Mr David Learmonth

Mr David Learmonth is a Deputy Secretary with the Department of Health and Ageing.

Mr Learmonth joined the Australian Department of Health and Ageing in November 2003 as the First Assistant Secretary, Primary Care Division. He was responsible for implementing the Strengthening Medicare Package and for a range of programs including, divisions of general practice, GP training, after hours programs, quality, allied health, nursing, GP collaboratives, research and workforce measures.

Mr Learmonth transferred to Acute Care Division in February 2006, as the First Assistant Secretary. Mr Learmonth’s portfolio included Acute Care Financing, Private Health Insurance, blood and organ donation, Medical Indemnity and Diagnostics and Technology.

Mr Learmonth was promoted to Deputy Secretary in June 2006. Mr Learmonth’s portfolio includes Medical Benefits, Pharmaceutical Benefits, Private Health Insurance, Aboriginal and Torres Strait Islander Health, the Queensland State Office and the ACT Office.

Mr Learmonth joined Health from the Department of Defence, where he commenced in February 2000. For most of his time in Defence he was Head of Industry Division and was responsible for industry policy, international cooperation, export facilitation and the sale of the Australian Submarine Corporation.

Prior to joining Defence, Mr Learmonth held senior positions in the Aged Care Program. He was responsible for high level policy development and advice, aged care structural reform initiatives, long term financing, population ageing policy and management of Budget arrangements.
