National Joint Replacement Rsegister Levy Rules – Exposure Draft
In July 2009, the Department held industry consultation sessions to assist with the development of legislation to support new cost recovery arrangements for the National Joint Replacement Registry.Comments provided at those meetings and subsequent written submissions have been taken into account in the development of draft Private Health Insurance (National Joint Replacement Register Levy) Rules (the Rules). These exposure draft Rules are now provided for further comment.
The Rules:
- set the levy rate (which will vary depending on the number of joint replacement prostheses); and
- set levy days and census days.
- Census days will be 15 March and 15 September each year. These are the dates when joint replacement prostheses on the Prostheses List are counted and identified as being subject to the levy.
- Levy days will be 30 April and 31 October each year. These are the dates when invoices will be sent out to sponsors.
The first levy day will be on 30 April 2010, payable by 21 May 2010. This will be based on the 15 March 2010 census day. As this will be the only levy for the 2009-2010 financial year, for that levy, sponsors will receive an invoice covering the entire financial year. Subsequent levies, commencing 31 October 2010, will be for a six month period.
