The purpose of the 2003-04 Portfolio Additional Estimates Statements (PAES) is to inform Senators and Members of Parliament of the proposed allocation of resources to Government outcomes by agencies within the portfolio.

We hereby submit Portfolio Additional Estimates Statements in support of the 2003-04 Additional Estimates for the Health and Ageing portfolio.

These statements have been developed, and are submitted to the Parliament, as a statement on the funding requirements being sought for the portfolio.

We present these statements by virtue of our ministerial responsibility for accountability to the Parliament and, through it, the public.

Part A - User Guide (PDF 50 KB)

Provides an overview of the structure and purpose of the 2003-04 Portfolio Additional Estimates Statements as well as information in relation to styles and conventions used.

Part B - Portfolio Overview (PDF 131 KB)

Part B provides a general overview of the portfolio, including a chart that outlines the structure of the outcomes to which the portfolio contributes. An overview of additional estimates and variations, and their effect on resourcing at the agency level, is also included in this section.

Part C - Additional Estimates Statements (PDF 641 KB)

This part contains Additional Estimates Statements for the Health and Ageing portfolio. It is divided into a separate section for each of the nine portfolio outcomes. The sections provide measures since the 2003-04 Budget, resource summary tables showing total resourcing for each outcome, an explanation of variations since the 2003-04 Budget as outlined in Appropriation Bills (No's 3 and 4); and revised performance measures to identify planned performance for administered items and for departmental outputs (in terms of quality, quantity and price), where applicable.

Part D - Budgeted Financial Statements and Glossary (PDF 281 KB)

This part contains the four budgeted financial statements in accrual format, covering budget year, previous year and the three outyears, for the Department of Health and Ageing, the Food Standards Australia New Zealand, the Australian Radiation Protection, Nuclear Safety Authority and the Health Insurance Commission, National Blood Authority, Professional Services Review, Australian Institute of Health and Welfare, Private Health Insurance Ombudsman, and the Aged Care Standards Accreditation Agency.
