Foreword

The Program Guidelines for the Partners in Culturally Appropriate Care (PICAC) Program set out the parameters for the operation of the Partners in Culturally Appropriate Care Program. The Guidelines clarify the aims and objectives of PICAC, including the roles and the responsibilities between the PICAC Program and the Community Partners Program (CPP).

The intended audience for the Guidelines includes agencies receiving funding under the CPP or the PICAC Program, project officers and program coordinators of management committees, Central Office and State and Territory Office staff and other Australian Government funded agencies.

The Guidelines articulate the principles upon which all activities should be undertaken. They allow for significant differences in the operating environments of individual projects and are not intended to be prescriptive. The Guidelines provide for program flexibility, fundamental to assisting aged care service providers to identify, understand and plan to meet the needs of older people from culturally and linguistically diverse communities.

The Guidelines focus on the need to form partnerships between culturally and linguistically diverse communities and service providers and maximise the benefits of the specialist expertise available through the PICAC Program to meet the cultural needs of older people from these communities.

The Guidelines are an attachment to, and form part of, the Funding Agreement between each project funded under the PICAC and the Australian Government.
