Fact sheet - Service Groups and Flexible Service Delivery
This fact sheet provides Commonwealth HACC service providers with guidance on flexible service delivery within and across service groups.

The 19 Commonwealth HACC service types provide basic maintenance, support and care services to meet the needs of individuals in a way that assists them to remain in the community.
The service types are categorised into seven Service Groups. These Service Groups bring together service types that are similar in the way they are delivered and have comparable units of output and unit costs.
The Service Groups support the Commonwealth HACC Program objectives that encourage service providers to respond appropriately and flexibly to clients’ needs.

The Commonwealth HACC Program funding arrangements are flexible and support service providers to respond appropriately to clients’ needs. The funding arrangements allow service providers to vary outputs within a region without varying the Program Schedule.Flexibility is allowed in the following areas:
- Within service groups. Service providers are able to move outputs and related funding to other service types within the same service group, regardless of whether they are specifically funded for that service type or not. This is subject to the following conditions:
- Service providers must deliver no less than 70 per cent of the outputs for each funded service type listed in the Program Schedule; AND
- Service providers must deliver no less than 95 per cent of the total outputs for each funded service group listed in the Program Schedule.
- Across service groups. Service providers are able to move some outputs and related funding across to another service group, regardless of whether they are specifically funded for that service group or not. This is subject to the following conditions:
- Service providers may only move the equivalent of up to 5 per cent of outputs/funding across service groups; AND
- Service Group 5 is excluded from this flexibility; AND
- This flexibility must not contradict the flexibility employed within service groups.
Example
A service provider is funded for 100 hours of domestic assistance within a single region.They must deliver a minimum of 70 hours of domestic assistance as contracted. However, in order to meet the minimum of 95 per cent of outputs, they may also deliver 25 hours of social support if this best meets their clients’ needs. The flexibility also provides for the service provider to deliver the equivalent of 5 hours of domestic assistance from another service group, e.g., transport, in order to make up the contracted (equivalent of) 100 hours of domestic assistance.

Help with accessing large documents

- Click the link with the RIGHT mouse button
- Choose "Save Target As.../Save Link As..." depending on your browser
- Select an appropriate folder on a local drive to place the downloaded file

may inhibit your ability to continue browsing while the document is
opening and/or lead to system problems.
