What is APCS?

The 'Annual Prudential Compliance Statement' is a form completed by Approved Providers of residential aged care. Approved Providers are required in accordance with Section 23.40 of the User Rights Principles 1997 (the Principles) to demonstrate their compliance with the Prudential Standards on an annual basis by submitting a completed APCS and an accompanied audit opinion to the Department.

The APCS contains a series of questions about the number and value of the accommodation bonds held, whether refunds were paid on time and whether there was compliance with the Prudential Standards. This allows the Department to collect information about an approved provider’s compliance with prudential and related regulations.

Who needs to complete an APCS?

Approved Providers holding accommodation bonds or entry contributions need to complete and submit an APCS to the Secretary of the Department within four months of the end of their financial year to demonstrate compliance with the four Prudential Standards: the Liquidity Standard, the Records Standard, the Disclosure Standard and the Governance Standard.

Where do I send my APCS?

The Department has engaged Forms Administration to distribute and collate the APCS information on its behalf. If you have any questions concerning the processing of your APCS, please contact Forms Administration on (02) 4403 0640.

A completed APCS and independent auditor’s report must be submitted by post, or by fax
or by email to Forms Administration, PO Box 5008, Nowra Delivery Centre NSW 2541.

If you lodge your APCS by e-mail, you must attach to the email a PDF version of the signed APCS. If the APCS is faxed or emailed, there is no requirement to also mail the original.
