National Tobacco strategy 1999 to 2002-03: A Framework for National Action
The Strategy seeks to improve the health of all Australians by eliminating or reducing their exposure to tobacco in all its forms. The Strategy aims to prevent the uptake of tobacco use, reduce numbers of those who use tobacco and reduce exposure to harmful health consequences.

The June 1999 meeting of the Ministerial Council on Drug Strategy (MCDS) noted the process and outcomes of the public consultation strategy for the National Tobacco Strategy and endorsed it as a framework for action at jurisdictional level. It represents the first of the National Drug Action Plans to be developed under the National Drug Strategic Framework which outlines policy principles and priority areas to be covered by the National Drug Action Plans.The goal of the Strategy is to improve the health of all Australians by eliminating or reducing their exposure to tobacco in all its forms. The Strategy aims to prevent the uptake of tobacco use, reduce numbers of those who use tobacco products and reduce exposure to harmful health consequences either from smoking or exposure to tobacco smoke.

The Strategy comprises three related documents:
- The National Tobacco Strategy 1999 to 2002-03: a framework for national action which outlines the goal, objectives, principle strategies and action issues agreed by Commonwealth, States and Territories for national tobacco control activity (PDF 19 KB);
- Background Paper, which outlines the evidence base on which the Strategy is built (PDF 159 KB); and
- Summary Document, intended as a tool to guide readers through the detailed Strategy document (PDF 182 KB)
