HealthConnect is an overarching national change management strategy to improve safety and quality in health care by establishing and maintaining a range of standardised electronic health information products and services for health care providers and patients.

The Northern Territory and Australian Governments have agreed to Territory-wide implementation of e-Health projects, building on the Katherine HealthConnect Trial, under an MOU signed between the Commonwealth and the Territory in June 2005 which outlines the framework for cooperation between the Commonwealth and the Territory for the implementation of HealthConnect across the Territory in accordance with the National Implementation Strategy Version 2.1.

The Territory has agreed to a framework to collaborate with the Commonwealth on the progressive implementation of HealthConnect across the Territory, including identification of specific programs of work, the need for access to and sharing of appropriate data, and assignment of accountabilities for realising, reporting and evaluating the benefits from implementation of HealthConnect in the Territory’s jurisdiction.

It will facilitate the adoption of common standards by all e-health systems so that vital health information can be securely exchanged between health care providers.
Privacy, security and timeliness of information flows to improve the delivery of health services to all Australians are the hallmarks of this initiative.

HealthConnect NT is implementing two different services - the Shared Electronic Health Record (SEHR) service which is being implemented by HealthConnect NT staff, and the Point to Point (P2P) / Electronic Transfer of Prescriptions (ETP) service where the service implementation has been outsourced to the Top End Division of General Practice and the Central Australian Division of Primary Health Care. Both implementations began in July 2005. These services are complementary and facilitate better health care communication across the Territory.

The Northern Territory’s SEHR and P2P implementations are the most advanced HealthConnect service implementations of their kind in Australia in terms of range of services, service coverage, provider and consumer participation.
