Indigenous Chronic Disease Package in 2010-11 - Annual Progress Report

As the Minister for Indigenous Health, I am pleased to report on the progress and achievements made during 2010-11 in implementing the Indigenous Chronic Disease Package (ICDP) under the National Partnership Agreement on Closing the Gap in Indigenous Health Outcomes.

Almost three years ago, the Council of Australian Governments (COAG) agreed to an historic $1.6 billion National Partnership Agreement on Closing the Gap in Indigenous Health Outcomes (the NPA) to address the COAG Closing the Gap target – to close the life expectancy gap between Indigenous and non-Indigenous Australians within a generation.

The Australian Government commenced implementing the ICDP during 2009-10 as part of its contribution to the NPA. The ICDP aims to decrease the burden of chronic disease and associated risk factors by providing support to the health sector and better access to health care by Aboriginal and Torres Strait Islander people.

Aboriginal and Torres Strait Islander people have one of the lowest life expectancy rates in the nation, with the gap estimated at 11.5 years for males and 9.7 years for females1 . The excess burden of disease can be largely prevented and managed with better access to health services, education and support for lifestyle changes. Improving Aboriginal and Torres Strait Islander health brings benefits extending well beyond the health of the individual with flow-on effect on families and communities.

Significant progress has been made in developing and rolling out initiatives under the ICDP, with new and increased services on the ground in many areas. Already we are seeing clear improved access to appropriate health care services and over time this will lead to better health outcomes.

I acknowledge and thank the many people and organisations committed to closing the gap and involved in implementing the activities under the ICDP.
